[WriteLog] RDX Contest - new files cty_rus

Even though it's too late for this year's contest, the latest country
file release for WriteLog has the updated file in it:

It can be tricky to update.  Follow the directions for WriteLog 10.77 here:

    http://www.country-files.com/cty/index.htm#WriteLog

but instead of putting wl_cty.dat in that directory, put cty_rus.dat
in that directory - you should be prompted to over-write the existing
file (if you are not, you aren't in the correct directory).  Next, run
"Convert CTY to WriteLog" and choose "Convert alternate database".
Navigate to where you put the cty_rus.dat file, then select and
convert it.
