This morning a friend brought over his SignaLink USB for me to try.
There was no difference.  So I was starting to think that maybe I had a
radio problem with my FT-950.

I contacted Tigertronics Tech Support and spoke to a tech support
guy named Jason.  After trying several thing he had me look at the menu
settings in my FT-950.

We pinpointed Menu #50 as the possible culprit, being it was set too
low,  So, we changed the setting to the default (50) and tried a RTTY
transmission.  Voila!  That did it.  I am back to full output again, and 
have
tested it with a couple local friends.

I want to thank all the people who were kind enough to offer suggestions as
to what the problem might be.  If that ever happens with your FT-950 and
SignaLink Interface, take a look at Menu #50.
