[WriteLog] How do I change counties with Florida log

I operate mobile in the contests.  Normally when I change counties, I can
go to CONTEST and PARAMETER SETUP to start a new county.  The Florida
module won't allow me to do that.  Is there an easy way to work around
this?  I'm using version 11.06A.
