This is a country file issue.  Interesting that it has never come up
before.   4U1VIC has the same issue, but it's in the country file
TWICE, the second time under Austria, OE, which solves the problem.  I
suppose I have to do the same with MZ, i.e. add to Scotland prefixes.
I'll see what I can do before the next release.  I just don't want to
break CQWW (i.e. the ordering of the entities in the country file
comes into play).
