[WriteLog] Writelog for general logging?

There are a lot of things that a user can do to prevent uploading the
same QSOs over and over and over again but they need to be aware of
the problem and take steps to address it. LotW staff raised this issue
six years ago - see: https://p1k.arrl.org/lotwuser for January 12, 2007
- but there are a significant number of users of several logging
programs that are either not aware of the issue or don't care to make
the effort to suppress the redundant uploads on their own.
