[WriteLog] List of Russian oblasts?

Jerry,

Open the multipliers window in WL and then select the Oblasts view for a 
complete list.  You can see the ones you've worked on each band there. 
Also, If you have your beam heading window open when you enter a Russian 
call in the Entry window the Oblast abbreviation will appear near the top of 
the window.
