[WriteLog] EA RTTY Module error

Hi all,

I have found a minor bug in the EA RTTY Contest module.........
When working EA4URE, it will not log HQ as sent by them.
According to the rules, EA4URE will send HQ, but Writelog will not accept
this.

Maybe someone at Writelog will update this for next year?

For now, I have logged them as one of the "valid" provinces, and amend it
later.
