[WriteLog] Convert CTY to Writelog question

I have an additional usability question about the WriteLog cty.dat update
utility.  Why can't it just be a one-step process?  Why does the user have
to go through 3 steps:

1.  Run the cty.dat update applet,
2.  Click a button to download, then
3.  Click a second button to convert/install.

I am dealing with the problem...  My question is why a very helpful utility
provided by WL has to be hard coded to a specific directory.  Why doesn't it
let me specify the path for the files or put them where WL is installed?
