[WriteLog] M/S timers in WAE

The rules for MS in WAE are worded funny, but look like they are exactly the
same as CQWW.  You can have a run station and a mult station.

>From the menu, open Window - Band Changes.
Right click in the window and select 10 minute rule.

I think that does it.
