That has not been my experience.  I install Write Log through my
normal user account, and can update the country files without being
any kind of Administrator.  This has been true for me on Windows 7 and
now Windows 10.  I have Write Log on three computers (work laptop
still runs Windows 7), so it's not a fluke.

The only security I use is Microsoft Security Essentials.  I have
never needed the extra baggage of Symantec/Norton, etc.
