[WriteLog] Updating CTY Files

I can update CTY from my non-administer account in Windows 10 with no problem. It asks me for the administrator password but it still works.

I also use Microsoft Security Essentials and have migrated from Win 7 to
Win 10.  It didn't work for me in either version.
I will try creating an "Administrator" account.
