[WriteLog] ARRL SS SSB prefill file

Hi Jim,

I too am curious to try V11.31 with a prefill to see what that may do.  I 
was just getting ready to download the update when I found your email.

You can find instructions on how to incorporate a prefill file for use in WL 
during a contest at the following link:

How do I load a prefill file?  A one-liner in the E-mail announcement
might help others who have never used one before.
