[WriteLog] WriteLog Version 12 Tutorial

I've started a tutorial on WriteLog Version 12. Normally I won't publish
these until they are finished, but I did want to show how it looks like to
import writelog.ini when you first run version 12 and also how to export to
an .ini file.

So this page is a work in progress but it does show examples of importing
and exporting .ini files. It may change throughout the day as I work on it
to add other features.
