[WriteLog] New Tutorial - Keyboard Shortcuts

Wayne has reminded me that in order for shortcuts to be retained the next
time you start WriteLog, you must do a Save Configuration from the Setup
menu. This information has been added to the tutorial.

While waiting to hear VP8STI on 12 and 15 meter CW, I decided to write a new
tutorial.

This is not just a RTTY tutorial but a tutorial on how to use the Keyboard
Shortcuts in WriteLog. This particular example of Keyboard Shortcuts shows
how to increase the number of non-shifted message keys from 10 to 11 by
programming either F1 or F11 to send the contents of a shifted message.
