[WriteLog] Russian DX Contest Module Defects

I personally found the defects in the Russian DX Contest module particularly
upsetting seeing as they have been documented for years. In addition to the
problems already cited, I found once again that I had to activate the C
Exchange field to "Prompt" (per AA3B's suggestion) in order for all mults to
be identified properly. I also experienced the problems with RK and SE
oblast.

This is really unacceptable particularly for a contest that is a Qualifying
Event for the WRTC!
