Any time you perform an update, always *restart* Windows 10. If
you receive a "com# not available" message, *close* all programs
then perform a *restart* in Windows 8, 8.1, or 10.
Since Windows 8, Windows has saved an image of the kernel with all
drivers when shutting down. It reloads that image on boot-up to
speed up the boot process (if you are not using hibernate - which
is even faster since all applications are also saved and reloaded).
Unfortunately, if an application has hung the serial port *or* the
driver has changed a normal shutdown/reboot will not flush and
refresh the drivers. You can force Windows to reload the kernel on
every reboot - if you want to dig around in the Power options - by
turning off "hybrid sleep".
