[WriteLog] OCDXC Scored Incorrectly in 12.10b

Hi Steve

I used WriteLog V12.08C in the OCDX Phone and CW contests, and it appears to 
have scored the points correctly for me (5 points per valid QSO on 40M).

Not sure who maintains this module, but the scoring is wrong. It's giving 
1.3934 points per 40m QSO instead of 5. May be wrong on other bands, but I 
didn't operate them.73,SteveW1SRD
