[WriteLog] NAQP CW Module Dangerous Behavior

I had edited my Cabrillo file for the Jan. NAQP CW to change MD to DC for the few DC stations worked. I assumed that my problem was related to running WL 11 due to a shack full of underpowered desktops running Windows XP so I didn't post to the Writelog list.

Web-Update-Data-Files resolves the NAQP DC issue for WL 11. The multipliers for NA Sprint also are brought up to date including DC and the changes for Canadian provinces - NS/NB/NL/PE and NT/YT/NU. I hadn't worked any of these mults in a Sprint since Feb. 2016 when VY1AAA was activated, a year before the mult changes went into effect.

I did have to edit my most recent CW Sprint log for the KH6 (HI vs. DX) change since the fix for this mult came in WL 12.14 which was released a couple months after the final version of WL 11. That edit will still be necessary for anyone continuing to use WL 11 in the Sprint. We are phasing in some new computers that will be running a newer version of Windows so hopefully we can upgrade to WL 12 soon.

The argument in the Writelog documentation for Web-Update-Data-Files only affecting the reported score and mults is false. If the exchange is altered when the log is converted to Cabrillo then you can be penalized for a miscopied exchange and lose both the QSO and mult. For instance, logging DC which is emitted as MD in the Cabrillo file.

A related issue for Sprint is that all NA countries are emitted by Writelog as DX in the Cabrillo file even if they are logged as received (VI, PR, MX, ZF, etc.). This is likely a non-issue since the log checking appears to ignore this part of the exchange when a station's callsign uniquely implies the QTH in the exchange.
