[WriteLog] connecting to WriteLog's Internet logbook with a mix of WriteLog versions

The version 12.07 change of the ADIF tag for the ITU ZONE prevents
successfully networking a mix of WriteLog versions to an internet logbook.

Here is a workaround:Copy this one file from a working WriteLog Programs
folder from a  version older than 12.07 to the newer one:

    iaruhf32.dll

This change also means the WRITELOG_APP_ZONE tag is required in any
ADIF preset file.

This is not my preferred answer but it will make the older and new versions
agree on the old zone tag. Do NOT attempt to copy from the old to the new,
only trouble will result. But WriteLog  versions have always been designed
to be compatible to old contest modules.
