[WriteLog] Writelog skimmer window

I saw a resent publication that showed a RTTY skimmer window in Writelog. I
re-read the writelog manual and didn't see any reference on how to set up
the skimmer.
I know someone has done this and I think this would be a useful tool - of
course I'd have to go "assisted" if I used this option.
