That is the correct format.  See https://ww-digi.com/cabrillo.htm

WL is putting sent and received RST/SNR in the Cabrillo files.  This is due
to a late change in the rules.  You can work around this by submitting an
adif log to the converter https://ww-digi.com/adif/   It does the right
thing.
