[WriteLog] RTTY Cut Numbers

Thanks Don; when I loaded the parameters into a fresh ini file via the
opening dialog I saw that cut-numbers were there and 0 was set to T.  I
have no idea where this came from, but I reset to 0, reloaded the ini file
and that fixed the problem.  After I had the problem, I had previously
edited the writelog.ini in the windows directory, but that isn't the one
being used evidently.  I have lost track of how the location of the ini
file was determined over the years and the series of Windows OS.  Having it
in the opening dialog is great.
