[WriteLog] SPDX RTTY

Thanks Don,

I have 12.11.06 and it is still not right.   The multiplier window even 
shows the wrong MULTS for SP stations which is why the entry window will 
not accept the provinces.


I just reinstalled it to WL and no joy.
