[WriteLog] Fwd: 2Tone Update

I've not tried it with WriteLog yet but with DXLab Suite it is
only necessary to copy the new 2Tone64.exe into the WinWaarbler
directory, delete or rename the existing 2Tone.exe, and rename
2Tone64.exe to 2Tone.exe. Note: this was tested with 21.02a not
the original 21.02.
