[WriteLog] CW for Rttyrite panel doesn't show

One possible answer...  The positions of the windows are stored in
Writelog.ini.  If the entries got messed up for the scope it would show up
there.  The scope may be "appearing" offscreen.  Also, when you minimize
the scope window it shows up as a little item just above the taskbar.
