[WriteLog] WriteLog 12.80 now available

Hi Folks,

WriteLog version 12.80 is a free upgrade for anyone who has purchased the
full version of WriteLog since May 2023.

New in version 12.80 since 12.79:

* Setting either the CW or SSB partial corrections INI entry to negative
turns off sending CALL corrections altogether.
* Fix New England QSO Party module to accept “DX” as received QTH, and
count only DXCC countries that are not also states.
* Add separate CW/PH mode columns to FL QSO Party module summary window.

Updating to 12.80 does not automatically update the necessary multiplier
files. You must also File/update-data-files in WriteLog to download them.
For anyone choosing to run WriteLog without upgrading, you still want to
File/update-data-files in WriteLog to get the multiplier updates.
