 Not 100% sure of this, but I don't think EXTFSK works with WL.  You may need to use Software-generated FSK instead. 
I wrote this in one of my WL tutorials "When using MMTTY via XMMT.ocx, you have four options. You either allow WinRTTY (WriteLog’s native RTTY modem) to generate the FSK using either Hardware generated FSK or Software generated FSK, or allow MMTTY to generate the FSK either directly or via EXTFSK."
Try using software-generated FSK.
