[WWYC] WWYC FINAL RULES

It's not like it really matters on 10 meters... In case you haven't
noticed we're not really big enough to be considered a 'contest'. And
that's not an official band plan. A 'contest free' zone is simply a
SUGGESTED use of that portion of the band and not a set rule. You should
also consider that that is a US suggestion and may not even apply to other
countries and their band plans...
