Any person (even if not licensed) can be a member. Clubs can also be
members.

ARRL has about 140,000 members - probably 20% of licensed hams in the USA.

Membership costs:
Under 21 years old - I think its about $25
Over 65 years old - $36
Blind - $8
Everyone else - $39

Monthly magazine - QST; access to outgoing QSL bureau (you must still pay
additional to use it); representation before FCC and government agencies in
Washington, D.C.; access to ARRL awards; etc.

Bureau is about $9.00 per pound; magazine is included in membership.
