[Yaesu] FT1000 cw keying

My friend's tf1000  will not key up full power or any power at all in
cw,  needs to tune a tuner with some power.  I could not find what works
or not in his manual.  I think its because he has a keyer plugged into
the rear cw jack.  "He says its always been there" but I don't think
so.  Would like to know from 1000 owners if this is the case like on my
1000mp when you plug the key in no power until the key is closed, with
key unpluged it puts out full power or wherever the carrier drive is
set?!
