Hi Andy, assuming you menu Function 1-7 Autofast, my destruction book says:

1-7 Automatic Selecting of AGC decay time.
When the front panel AGC selector is set to the 'AUTO' position and this
feature is 'ON', the AGC decay time is automatically set to 'FAST' during
the following operating situations:
- During scanning.
- In 250/500 Hz bandwidth; and
- When you turn the VFO Knob for more than 1/2-Sec.
End of quote.

Basically I guess if you are tuning fast you want the AGC to react quickly.
