[Yaesu] 990 with AL-80B amp

I just bought an AL-80B amplifier and am seeing a weird thing
happen. When I key the radio with VOX CW, the power output meter on
the 990 rises to about 15W, then jumps to about 60W which is
what I'm driving the amp with. I also notice a slight delay in the
rise of the AL-80B's meters.

This does not happen if I manually key the radio using the MOX botton.
When I disconnect the ALC line, the same thing happens. And, I'm not
running QSK.

Anyone know what's going on here?
