[Yaesu] FT-1000D transient power output

I've noticed something slightly disconcerting in respect of a newly acquired
FT-1000D. If the RF PWR control setting is reduced to suit the requirements
of driving a linear amplifier, the first transmitted syllable or CW
character generates excessive power. This behaviour is repeated each time I
stop speaking or sending CW for more than a second or two. If set to the 50W
or so required to drive an 87A, a peak-reading Bird wattmeter shows a
transient power output of about 130W.
No amount of adjustment of the RF PWR, DRIVE or PROC controls ameliorates
this problem. Is it normal for the 1KD?
