One quick suggestion:
Remember, you are dealing with a FEDERAL government agency. This requires
special handling.
See if you have any Federal elected officials, in your area, that will be
coming up for re-election next fall.
Detail to them what has happened and what you have done to get it resolved.
Haven't you ever heard of the term, Congressional Intervention? You won't
be making any friends in the P.O. by doing this. They hate it.
