[AMPS] AL-1200 not giving much power on 17M

Bill and fellow Reflectees,
I thought the AL-1200 was a "legal limit" amp?? 

Why is it only providing ~ 800 watts out on 17 but yet will provide more on
the other bands?? 

Where is the compromise??
