[AMPS] SB-220 TUNE Cap Arcing

Changes to the input network were not part of my original suggestion. 
I would however start with plate circuit non-original mods and work my
way back to the grid mods.
Possibly a wrong value,  open component or cold solder joint is the
culprit. The original Heath grid circuit also works very well as
originally designed.
