?  I would inspect the area around the marking with a magnifier.  Some 
laser and photoflash-service caps which were originally marked:  
4.5kV-peak  have been partially erased to read "5kV"  . .  The safe 
working-V of a 4500v laser-service cap. is a bit under 3kV.
