?  I actually used to work in a calibration lab (U.S.N., Pacific Missile 
Range).   To calibrate RF wattmeters, we used a 50-ohm termination, an RF 
source,  and an oscilloscope that was actually calibrated by our 
NBS-traceable voltage-standard.  .
