There are some opto couplers that appear in surplus sales (and are presumably
still manufactured) which are designed for rotary motion sensors. These have a
fairly large spacing (3/4 inch?) between diode and transistor, and with a bit of
black tape to ensure no extraneous light gets in, should do for the HV isolation
- especially with a slotted board.  Condensation on a board can be real source
of trouble, and this isn't a situation where guard ringing is helpful.
