It's your decision on what temperature rise is acceptable under your the desired
ratings. You decide on the ratings. Voice SSB can mean anything. For example, it
could be heavily processed speech used on a DX pedition or big contest station
with almost a 50-50 transmit/receive duty cycle for hours at a time. It could be
continuous SSB transmissions, such as K1MAN's broadcasts on 20meters. It could
be a transmission long enough to work a new country, totalling maybe 30 seconds
of tx time.
As I said, you decided on the ratings you want.
