Rich suggested to ask about the secondary resistance, and Dick suggested
to ask about the primary resistance. They make a good team, because you
really need to know both.

The effective secondary resistance - the value that figures in all the
design charts and computer programs - is:

 (actual secondary resistance) +
 (primary resistance + mains supply resistance) * n*n

where n is the step-up turns ratio.

Very roughly, in a well-designed transformer the effective resistance
seems to be about 2x the actual secondary resistance.
