In our current project of adding Multi Carrier Power Amplifiers to Base
Transmitting Stations we are dealing with just about the same issue you speak
of in your post.
The exciter radios in the BTS bays emit sometimes 42dB in the pass band and
around that in the out-of-band spectrum we signify as "noise." The amplifiers
we use have a maximum of 45dB passband input and 42dB noise input, and our
output needs to be (in most cases) 44dB passband, -50dB noise.
The units have a voltage-variiable attenuator in the input line that we use to
fine tune the setup. However, in certain high-RF noise situations we supplant
the VVA's with resistive attenuators, most of them manufacured by NARDA. The
beefiest one I've seen deployed was a 30dB, 150 watt unit with heat fins that
warmed up well during use.
I might suggest the same for your application so you will be able to achieve
your transmitting objectives with the least amount of effort.
