The fact that Yaesu output drops to 20 w seems to be an important symptom.

There are two things that cause Yaesu output to drop:

A) VSWR too high at output of Yaesu -- check input vswr of amp. (something at the amp input may be bad)

B) ALC circuit in amp is giving too much feedback to the Yaesu (maybe it's broken) -- disconnect the ALC and operate the rig with manual control of Yaesu output.
