Supply and Demand primarily and secondarily product loyalty and mythology. If Collins, today, made the same amplifier I bet it would sell for much more. It is a mistake to think that price is connected to the cost of manufacturing a product. Naturally it sets a lower limit but not the actual market price.
If TenTec could not sell their product for $3600 at the volume that they targeted they would either reduce the price or the quantity that they sold. The price and volume would would change to maximize profit. The primary goal of free enterprise.

The HF 2500 Commander is priced about $3100

The QRO HF 2500DX is priced about $3600

Is there that much difference in these Amps that one should be chosen
over another. All put out about the same power with low drive.

One could get an Ameritron amp that would do the same for $1000 dollars
less.  Is there more quality control in one of these amps over another?

One get's confused in trying to choose what amp to buy.  What say some of
you Old Timers?
