Here is another weird theory: The ionosphere is not like a length coaxial cable with fixed and predictable loss; there are fluctuations in the loss that are not fixed and predictable. If we make a test like this and the gain comes out to be 17 dB then we immediately throw that result out. It is much harder to discard that 23 dB result for some reason.
