Vics right. On some LCR meters, they only have a few test frequencies, generally up to around 100 KHz or so, the expensive ones maybe 1 MHz. However, some have an external frequency jack where a signal generator can be connected. You select external frequency with a switch and connect to the ext. jack with the generator.

Keep in mind that when you measure inductance of a toroid you must do it at the operating frequency, since the characteristics of the core material vary with frequency. I find the MFJ and Autek antenna analyzers useful for this. An inductance meter that does not allow you to select the measurement frequency may give incorrect results.
