Here we have a choice few who sell to the Corp of Engineers and no one else can 
get a sniff even though they qualify. I tried my hand at selling to them 
several years back (late 89 to say 95). I know of a machine shop I worked at 
when I was laid off for a spell who got work they shouldn't have. It was parts 
for rebuilding a lock and dam here on the Ohio river down at Greenup, Ky.. It 
was the poorest quality machine shop work I'd ever seen. I started my own shop 
and tried to get in on the work for the Corp but it was the same as spitting 
into the wind. No matter where our bid was, high, or low, we didn't get a 
sniff. Funny thing though, the same 2-3 always got it every time with no 
questions asked. I've seen too much wining and dining going on here with a few 
certain people. There's so much of this stuff that goes on here around the 
Huntington, WV area, it's almost comical and easy to bet on every outcome. 
That's all water under the bridge to me know that I'm disabled. I paid 
 in my dues to Uncle Sam and am now collecting them back a very little piece at 
a time every month.

Right now, I could start one heck of a good small business if they would ever 
bring back the Teddy grants. However, I'll about bet that the ones to get them 
would be the ones who have already made theirs and the ones who need them would 
never get one.
