Pay Pal has its faults.  But if you know what you are doing, "Identity
Theft" is not one of them.  I have a small (free) bank account tied to
PayPal and I keep the balance low.  When I make a purchase on E Bay, I
transfer the needed cash into that account by computer control then I
spend it out IMMEDIATELY so that it is no longer there to be stolen.

Its big fault however is that while there is no charge for cash
transactions, credit and debit cards carry a huge surcharge especially
when its a small amount.  Worst is that they will tie up the
transaction and refuse to send you the money if you DONT upgrade your
account to the one that requires a monthly payment.  Its a hostage
situation.  I tried refusing and the buyer threatened me with negative
feedback if I didnt accept his credit card payment.  I capitulated
then made sure ANY other advertisement stated clearly "NO Credit Card
Payments thru PayPal."  PayPal, in their defense, will offer to
process ONE and only ONE such transaction but if it happens again you
are SCREWED
