Another point to remember about using resistors as fuses is that unless the manufacturer guarantees the fusing current, time and prospective fault voltage, you haven't a clue if the results are repeatable from batch to batch - or even from resistor to resistor. A change in manufacturing process (or factory) can mean totally different results.
