I don't know about these particular ceramic caps, but I have had HV, high power 
RF ceramic caps go bad. What's worse, is that they were only bad under stress - 
RF in my experience. So that they could be bad under DC stress is not out of 
this world. Carl said that Heath were a bit cheap - I can understand that -so 
my first thoughts would be to change them.
